What is censorship? What is freedom?

In order for a world to be safe and secure, it would have to be free of freedom. Speaking out words that may be detrimental to the order keeping things in order would be equal to treason. In order to minimize such happenings, the center of communications of the world would have to be limited to what its governance deems appropriate and/or necessary. How do you do that?
