21st century leaders want people to feel unsafe, threatened, or insecure. Terrorism is THE way to usher in a system that tyrannizes the privacy of people and the government is the one who will be doing all the watching. Most people, when scared enough, will do whatever those in control tell them to do. The day will come, soon, when those who refuse to abide by laws labeled "anti-terrorist", will themselves be labeled terrorists. The world will FORCE you to stand with it or die.
