Not sure exactly how you make digital speculation without any buying power whatsoever an "official" currency. Are financial transactions taking place in "bitcoin"?
In any case, the IMF has been responsible for a lot of damage in Latam (think present day Argentina, Ecuador/Panama in the 80's) but that's while it was doing the work of the superpower. It would appear it is more in tune with the UN now but only time will tell what even that means.
In my opinion, it, alongside the World Bank, will be somewhat in charge for the re-distribution once it begins.
