"Let's imagine Ukraine is a NATO member and starts these military operations."
Yea, that would indeed be quite a predicament.
"If President Putin truly does not intend war or regime change, the Secretary told Foreign Minister Lavrov then this is the time to pull back troops and heavy weaponry and engage in a serious discussion," a senior State Department official told reporters.
Whereas the previous scenario amounts to speculation, this scenario is quite different in that troops are already in place and if Russia backs up now it needs to prepare itself for further demands from NATO.
I dont think Vlad would have put himself in a position where backing-up would ever be an option. If that was the case, he would never have move troops in the first place.
Washington is not primarily concerned with Ukraine's security, but with containing Russia, Putin said.
And if that were to be true, it would be a legitimate concern. In fact, if it were true, it wouldn't be just Washington who would be concerned. It would be the whole world.

MOSCOW, Feb 17 (Reuters) - The Kremlin on Thursday rejected what it called "unfounded accusations" by the United States and NATO that it was not withdrawing its forces from near Russia's border with Ukraine, saying it takes time to wind down military exercises.
