Well, if it comes to pass, then can it still be considered a "fraud"? American exceptionalists may not like the idea of a non US-centric world but now more than ever it is far more feasible.

Indeed. And the first step towards the conditioning and indoctrination of the masses is to get them so distracted with daily living (to love their lives, see John 12:25 & Revelation 12:11) that they will do whatever they are told up to and including injecting themselves with a foreign substance that has only been okayed under EUA. 

I reckon the officialization of such a drastic step by way of a phone app is second on the list (passport).

Because if they can get you to inject a foreign substance into your body-for the sake of "health"-they will definitely be able to inject you with a device for the sake of "wealth". More specifically, one that will allow you to make purchases. It's a definite shoo-in if it makes your life that much more fun & convenient.
